Mykolaiv Education Department Purchased Educational Equipment for 8 Million without an Auction

The supplier of educational equipment for Mykolaiv schools was selected without an auction. The total purchase amount is over eight million hryvnias.

This is according to the Prozorro electronic public procurement system.

As part of the tender held by the Education Department of Mykolaiv City Council, educational equipment for natural history classrooms was purchased.

The contract was concluded on December 5 without bidding, as only one bidder submitted an offer and was awarded the contract.

The total amount of the contract is UAH 8 million 327 thousand 810, and the contractor has not reduced this amount.

The list of equipment to be delivered by December 20, 2024, includes laboratory kits, cell models, kits for practical work, etc.

The winner of the tender was Universumag Osvita LLC. According to the YouControl online analytical system, the selected company was registered in 2019 in Kyiv with a registered capital of UAH 50 thousand. The main KVED is non-specialized wholesale trade. In addition to the main one, the company has six other types of activities.

The company started participating in procurement in 2024. In total, during the year, Universytet Osvita LLC earned UAH 8 million 409 thousand 557 at public tenders. The total revenue in 2021 was over UAH 6 million, in 2022 - about UAH 2 million, and in 2023 - over UAH 1 million.

In November, the Education Department decided to purchase educational equipment for schools. It was planned to purchase equipment for physics classrooms and school furniture for the city's educational institutions. More than 12 million hryvnias were allocated from the budget for this purpose. However, the bidding was canceled due to lack of bids.

Also, a procurement worth almost 17 million for the purchase of laptops for Mykolaiv's educational institutions went to a company that had earned more than two hundred million in government tenders over the past two years. The winner was not the lowest bidder. Under the terms of the tender, the contractor is to provide laptops to 65 educational institutions in the city.
