Most communities in Izmail rayon have coped with the requirements for budget transparency

The Center for Public Investigations continued to investigate local compliance with the legislation on disclosure of information on local budgets and examined the situation in Izmail district, where there are six local councils.

According to the research, the CPR analysts stated that out of the six communities in the Izmail district, four fully comply with the law and publish budget decisions with annexes in the appropriate formats.

Another community publishes decisions with annexes, but only in PDF, which does not meet the requirements. The website of yet another community publishes only the decision itself without annexes. For example, the website of the Vilkovo city council has a section 'Documents', where in the subsection'Session decisions', one must first click on 'view all decisions'. After that, the search system opens with the type of document already selected - "session decisions". This multi-level structure looks unnecessarily complicated. At the same time, the decisions and their annexes are published in formats that comply with the law.

There are two websites in the Kiliia community: the KiliiaCity Council Official Website andthe Kiliia Community Website. On the first site, decisions are posted on the main page, grouped by sessions. Although there is no search, by browsing through the blocks, we managed to find budget resolutions with annexes in the correct formats. The second website does not have a section with council resolutions, but has a "Community Budget" that contains all budget resolutions and amendments to them by year. It also contains decisions with annexes, but only in PDF format. In general, the experts decided that Kilia city council complies with the requirements of the law.

The website of Izmail city council has a section on 'Regulatory Acts' with a subsection on 'Council Resolutions'. Documents are grouped by sessions, and there is no search. Budget resolutions and annexes are presented in formats that comply with the current legislation.

TheSafianivka village council has a section on its website called 'Official Documents' with a subsection 'Decisions and Draft Decisions of the Village Council'. All decisions are grouped by session, but no search is provided. The entire package of decisions is available in the format of RAR-archives, which contain decisions and annexes in the proper formats.

According to the CPR, there are also communities in the district where budget decisions are available, but the way they are published does not comply with the current regulations. In particular, file formats and the use of archives become a problem. For example, Reniia City Council. The council website has an 'Official Documents' section, where in the 'City Council Resolutions' subsection, documents are categorized by year. In the middle of each year, there is a list of resolutions by session, and below it is a link to the archive of all resolutions of that session. The problem is that the required package is only downloadable in RAR format. At the same time, the decision itself (although labeled as a"draft") and its annexes are published in PDF format, which does not comply with the law.

Also, in some communities, budget documents are not published in full. Most often, it is the absence of annexes, without which the decision loses its integrity. For example, the website of Katlabuz village council has a section on 'Sessions of Katlabuz village council' with a subsection on 'Decisions of the session of Katlabuz village council'. There is an effective search. The budget resolution is available, but only in PDF format. No appendices to the resolution were found.
