More than 50 million paid to the contractor reconstructing a kindergarten in Kherson region

The renovation of the building of Velyka Oleksandrivka Preschool No. 2 of the Velyka Oleksandrivka Village Council in Kherson Oblast has risen in price by UAH 51.3 million. In total, its reconstruction will cost UAH 88.5 million.

This became known from an announcement published on the public procurement website Prozorro.

In November, the Department of Territorial Development of the Kherson Regional State Administration held an open tender with specifics on selecting a contractor for the overhaul of the kindergarten building. The expected cost of the work was UAH 52.1 million. The winner of the tender must deliver the works by December 25, 2025.

Only one participant, New Heat Technologies LLC, took part in the tender. They offered to perform these works for UAH 51.3 million. So, given that the bidding had peculiarities, it was with them that the department signed an agreement to rebuild the kindergarten.

This is the second procurement of works to restore the kindergarten building. In November 2023, the department first announced an open tender with special conditions for the procurement of works on the overhaul of this facility. At that time, the expected cost was UAH 37.2 million. The contractor had to complete the work by December 25, 2024. However, the contractor was not selected at the first attempt. One participant, Melsity LLC, applied for the tender. However, because the company did not provide a bid security, its bid was rejected.

The department held a second tender in December of the same year. New Heat Technologies LLC submitted its bid for the tender. So the department signed an agreement with them to perform the work. And now they have charged it another 52 million.

According to the Youcontrol analytical system, New Heat Technologies LLC was registered in 2006 in Mariupol, Donetsk Oblast. Since July 2022, it has been registered in Zaporizhzhia. The main activity is the construction of residential and non-residential buildings. The founders and ultimate beneficiaries are Maxim and Viktor Lyubintsev from Mariupol. Since its inception, the company has participated in public procurement 196 times, concluding 128 agreements totaling UAH 516.8 million.
