Kropiva, former deputy head of the Odesa Regional State Administration, remains in pretrial detention

The Appeals Chamber of the High Anti-Corruption Court dismissed the appeal filed by Serhiy Kropiva’s defense team in the “Carthage” case. He previously served as deputy head of the Odesa Regional Military Administration and currently works at the Office of the Prosecutor General.

This was reported by the Specialized Anti-Corruption Prosecutor’s Office.

The Appeals Chamber of the High Anti-Corruption Court upheld the investigating judge’s decision of September 6, 2026, to impose a preventive measure on the former deputy head of a department within the Office of the Prosecutor General.

Thus, a preventive measure in the form of pretrial detention, with the alternative of posting 120 million hryvnias in bail, has been imposed on the suspect. If bail is posted, the individual will be subject to the corresponding procedural obligations.

 A day earlier, the Appeals Chamber of the High Anti-Corruption Court upheld the preventive measure against another defendant in the NABU and SAPO “Carthage” case, Yelyzaveta Ivakhnenko, known as “Musa.” She remains in custody with the option of posting bail of 20 million hryvnias.

What is “Carthage”?

NABU and the SAPO conducted a special operation called “Carthage” to expose a criminal group within the Office of the Prosecutor General. According to the investigation, the organization provided “protection” for a network of fraudulent call centers and laundered the proceeds of their crimes.

The main suspect in the case isSerhiy Kropiva, head of the Department of International Cooperation at the Office of the Prosecutor General, known as “The Chancellor.” On September 6, he was taken intocustodywith the possibility of posting bail set at 120 million hryvnias.

On September 7,apreventivemeasurewas imposed onYelyzaveta Ivakhnenko, another suspect in the case, and on September 8,Oleksandr Didych, Kropiva’s lawyer and trusted associate, was taken into custody.

In addition, NABU and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) conducted searches at the residence ofOleg Kiper, head of the Odesa Regional Military Administration.
