Kherson Regional State Administration will now have a gender coordinator

Personnel changes in the Kherson Regional Administration. Volodymyr Klyutsevsky was appointed as an authorized person (coordinator) for ensuring equal rights and opportunities for women and men, preventing and combating gender-based violence.

The relevant order was signed by the head of the HOVA, Oleksandr Prokudin, as reported by MOST.

The position is not new, as it is noted that in 2021, the former first deputy head of the Kherson Regional State Administration Andriy Shybaev was the gender coordinator.

Volodymyr Kliutsevskyi was born in Chulakivka, Kherson region.

In 1997, he became an assistant to the deputy head of the Kherson Regional State Administration. In the same year, he became the chief specialist of the staff of the regional state administration.

In 2000, he worked as the head of the control sector of the organizational and control department of the Kherson Regional State Administration.

In 2000-2001 and 2002, he was the chief specialist of the service under the leadership of the regional state administration.

In 2001-2002, he worked as a chief specialist of the general department of the Main Department of Labor and Social Protection of the Kherson Regional State Administration.

In 2002, he was the acting head of the control department of the Kherson Regional State Administration.

In 2002 - 2003 and 2005 - 2013, he worked as the Head of the Control Department of the Regional State Administration.

In 2003 - 2005, he was the Head of the Department of Control of the Kherson Regional State Administration.

In 2005, he worked as the Head of the Control Sector of the Regional State Administration.

In 2013-2014, he worked as the head of the analytical and controlling work department of the organizational and controlling work department of the regional state administration.

In 2013, Kliutsevskyi was included in the personnel reserve of the then President of Ukraine Viktor Yanukovych.

In 2014, he was appointed Chief of Staff of the Kherson Regional State Administration.

In 2020, he was fired from the regional state administration. The reason was Volodymyr Kliutsevskyi's involvement in organizing a concert on March 8 at the RSA building, where a local band Step performed, with half-naked girls dancing on the backing. The concert caused a significant stir. In the same year, the NACP drew up four administrative reports against Kliutsevskyi - in October and December 2018, he gave himself a bonus without the approval of the head of the Kherson Regional State Administration.

In 2020-2021, he worked as an administrator at the Kharkiv Regional State Administration.

In 2021, he was the administrator of the Oleshky City Council.

In 2023, Volodymyr Kliutsevskyi returned to the Kherson Regional State Administration as one of its deputy heads. His appointment was lobbied for by the deputy head of the OP Oleh Tatarov, who was asked to do so by the former head of the Kherson Regional State Administration Andrii Putilov.

The Kherson Regional Military Administration has approved changes to its structure and staffing. Six positions will be cut and six new ones will be created.
