Kherson region ranks second in Ukraine in terms of salaries among RSAs

Kherson region has demonstrated one of the highest average salaries among regional state administrations in Ukraine. At the same time, the region has a critical shortage of personnel - more than 38% of vacant positions.

This is evidenced by the data from the Ministry of Finance of Ukraine's dashboard.

The data published on the state web portal for October 2025 showed significant differences in the level of remuneration and staffing of local state administrations in the southern regions of Ukraine. The most contrasting situation remains in Kherson region, where some of the highest salaries in the country are combined with an acute shortage of staff.

According to official statistics, the average salary of employees of regional state administrations in October was UAH 58.84 thousand in Kharkiv region, UAH 55.99 thousand in Kherson region, and UAH 53.04 thousand in Donetsk region. For comparison, in Mykolaiv region, this figure was UAH 43.87 thousand, and in Odesa region - only UAH 33.95 thousand. Thus, the Kherson region was ranked second in Ukraine in terms of average salary among regional state administrations and was significantly ahead of neighboring regions.

At the same time, staffing indicators indicate a difficult situation in the region. In the Kherson region, the maximum number of employees of local state administrations is set at 1,223, but only 764 people actually work there. In the reporting period, 636 employees received salaries. The number of vacant positions is 459, which is 38% of the approved staffing level. This is one of the highest staffing shortages among Ukrainian regions.

For comparison, Mykolaiv and Odesa regions, despite lower salaries, have a more stable staffing structure. In these regions, the average salary is significantly lower than in Kherson, but the staff shortage is not as critical.

In June 2025, the average salary of employees of local state administrations varied significantly between regions. The highest level of payment was recorded in Kherson region, Mykolaiv region ranked seventh, and Odesa region ranked fourteenth.
