Kherson Region Announces ₴180M Road Maintenance Tender with Sole Bidder

In Kherson region, a tender for road maintenance worth UAH 180 million was announced, with the European Road Construction Company as the only bidder. This company consistently wins government contracts, particularly in Mykolaiv region, and has a significant share of non-competitive contracts.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In late March, the Kherson Oblast Infrastructure Restoration and Development Service announced a tender for the maintenance of state roads worth more than UAH 180 million.

The works are to be completed by March 2026. The list of services included road surface maintenance, emergency response, roadside cleaning and other measures to help keep the roads in good condition. The source of funding is budgetary funds.

The auction was scheduled to take place on March 8, but only one bidder submitted its application - one of the leaders in road contracting in the south of the country. This is the European Road Construction Company.

According to the YouControl online analytical system, European Road Construction Company LLC was founded in 2008 in Donetsk under the name Altmost with a registered capital of UAH 51,500. In addition to its core business, the company has 20 other business lines. Since 2018, it has undergone structural changes, and today its legal address is in Kyiv region, and the owner is Muslim Keloyev. The company is now owned by the Keloyev family.

Although the company is registered in Kyiv, its beneficiaries live in Odesa region. By the way, the Mykolaiv Oblast Infrastructure Restoration and Development Service is one of the company's regular customers.

The company and its owner have been the subject of several journalistic investigations and are among the top three companies that have received the most contracts for road repairs without tenders. Since 2018, the company has earned UAH 6.3 billion in public procurement.

In 2024, the Infrastructure Restoration and Development Service in Mykolaiv region signed an agreement with European Road Construction Company LLC to replace a small bridge on the Odesa-Voznesensk-Novyi Buh highway for UAH 39.9 million, without using an electronic system. In September last year, the company also signed an agreement with Mykolaiv region to repair the M-14 Odesa-Melitopol-Novoazovsk highway. The contract for UAH 67.8 million was also signed without a public tender.

Also in 2023, the Eurotransmist consortium signed agreements worth UAH 2.2 billion. The consortium was founded by Ukrtransmist, European Road Construction Company LLC, and Bridge Engineering LLC, all of which received budget funds.

In 2022, the Mykolaiv Oblast Road Service signed 12 contracts for road maintenance totaling UAH 634.9 million. All contracts were signed without a tender. In particular, Kyiv-based European Road Construction Company was awarded contracts worth over UAH 267 million.
