Kherson Oblast Announces New ₴59.3M Tender for Home Repairs After Errors

The Kherson Oblast Restoration Service canceled one of the procurements for the repair of houses in Posad Pokrovsky and announced a new one, which is UAH 5 million more expensive.

According to the Center for Public Investigations, this became known from the announcement of the cancellation published on the public procurement website Prozorro.

The open bidding with specifics concerned the overhaul of houses on Zelena Street: Zelena (houses 13, 16, 33, 35, 40, 45), Pokrovska (houses 5, 11, 14, 22, 39, 40, 51, 54), Sportivna (houses 14, 15, 20) and Khersonska (houses 8, 23, 24, 32, 33, 37, 56, 62, 64, 71, 75, 82, 84, 93, 95, 97). The contractor had until December 31, 2025, to restore the roofs, repair the facades, install utilities, and equip the interior. The expected cost of the work was UAH 54.3 million.

The tender was to be held on March 17. However, three days before the auction, the Restoration Service discovered irregularities that could not be eliminated:

"The calculation of the expected cost of construction works contains technical errors that significantly affect the calculation and amount of the expected procurement cost," said authorized person Nadiia Funtova in the protocol.

So after a while, the Kherson Oblast Reconstruction Service announced a new tender, but the cost of reconstruction increased by UAH 5 million to UAH 59.3 million. The auction is scheduled for March 25.

Since the end of February, the Kherson Regional Reconstruction Service has started announcing tenders for the repair of houses damaged by Russians in Posad Pokrovsky. They announced five tenders for more than 238 million hryvnias to repair houses and two auctions for the construction of 103 residential buildings.

On March 7, 2025, the Government of Ukraine allocated 5.2 billion hryvnias for the comprehensive restoration of five settlements, including Posad Pokrovske in the Kherson region. The plan is to "rebuild better than it was," which means a comprehensive approach to modernizing infrastructure and improving the lives of citizens.
