Bidding for the restoration and modernization of a landfill in Kherson was canceled because the only bidder failed to correct deficiencies in the documents. The landfill, which has accumulated thousands of tons of waste due to shelling and destruction, is still waiting for a renovation project.
This is evidenced by data from the Prozorro procurement system.
In early August, the Ecopolis utility company of the Kherson City Council announced a tender for the development of project documentation for the reclamation and reconstruction of the city's solid waste landfill. The auction was supposed to take place on August 12, but only one company submitted an application. The landfill is located on almost 40 hectares in Kherson, and the work is scheduled to be completed by the end of October 2026. The initial expected cost of the project was UAH 6 million, and the bidder offered to perform the work for more than UAH 8 thousand cheaper.
The customer required the bidder to eliminate inconsistencies in the documentation by August 24, in particular: to attach a copy of the VAT payer certificate or an extract from the register of payers, a copy of the single tax payer certificate, a letter of agreement with the main terms of the contract, signed technical specifications of the procurement item, and a letter of agreement to the possible application of operational and economic sanctions in case of violations.
According to the YouControl analytical service, T.C.H. Project LLC was registered in 2022 in Kyiv. The company is affiliated with two other firms, Emcee Eco-Project LLC and Emcee Engineering LLC, which are part of the structure of the offshore company Expresshold Corporation in the Seychelles. The use of an offshore company reduces the tax burden, ensures a high level of confidentiality and simplifies international activities.
However, the bidder was unable to eliminate the customer's requirements, so its offer was rejected and the tender was canceled due to the lack of valid bids.
Since the beginning of the full-scale invasion, more than 184 thousand tons of construction waste generated by the destruction has been accumulated in the de-occupied territories of Kherson region. Kherson has become one of the largest centers, where shelling takes place daily. In 2024 alone, about 4 thousand tons of rubble and destroyed materials were recorded in the regional center, which are temporarily stored at the Ecopolis landfill.
