Kherson Council's Controversial Shelter Repair Contracts Total ₴18.69M

The Department of Civil Protection of Kherson City Council continues to sign contracts for the repair of shelters without an open tender and without using the electronic procurement system.

According to the Center for Public Investigations, the total value of the newly concluded agreements exceeds UAH 8 million, and only three entrepreneurs have received all the contracts:

Oleksandr Vasyliev - the total amount of contracts exceeds UAH 4 million

Interestingly, the entrepreneur registered his business in Kyiv in September 2023 and moved his business to Kherson in April 2024. And in almost a year and a half, he has already signed 8 contracts worth UAH 16.3 million. And he signed all of these contracts with the civil protection department of the city council.

Oleksandr Shamychkov - received a contract for UAH 2.47 million.
Until 2021, he was engaged in construction in Sievierodonetsk, later changed his registration to Ternopil region, and in October 2024 - to Kherson. On October 22, he received his first contract from the local authorities.

Vasyl Rzhevskyi - contract for UAH 1.65 million.
The entrepreneur registered his business in April 2023, during the full-scale war. His main specialization is the construction of residential and non-residential premises, but non-specialized wholesale trade is also listed among his activities.

Earlier, the Civil Protection Department of the Kherson City Council signed a number of contracts totaling UAH 18.69 million within two days. All these contracts were distributed without using the electronic procurement system and without an open tender.

Prior to that, the local authorities in Kherson signed four contracts for the maintenance of simple shelters for collective protection of the population. The total amount of the contracts is almost UAH 10 million, and all contracts were awarded to one company from Kyiv region, Clarus LLC.
