Izmail Port Selects Contractor for Reconstruction of Video Surveillance System

Izmail Port has selected the winner of a tender to modernize its video surveillance system. The contract will be awarded to a Kyiv-based company, bypassing an Odesa-based competitor due to inconsistencies in documents.

It is Kyiv-based LLC "Scientific and Production Firm Avt-Prom", reports Intent with reference to the Prozorro website.

On September 16, the State Enterprise "Izmail Commercial Sea Port" named the winner of the open tender for the reconstruction of the video surveillance system in the territories of production and transshipment complexes 1 and 3, the production complex of mechanization, the repair and construction site, the motor vehicle fleet and the port administration.

The cost of the works will amount to UAH 3 million 947 thousand, which is UAH 133.3 thousand less than the maximum price the customer was willing to pay. The second bidder was Odesa-based Fire Protection Systems LLC.

The Odesa-based company offered a lower price than its competitor - UAH 3.7 million, but this fact did not help them win, as discrepancies were found in the documents. In particular, as part of the tender proposal, Fire Protection Systems provided a certificate of availability of equipment for the provision of services.

Nine items of the listed equipment were listed as the property of the subcontractor Stroitelnaya Perspektiva LLC, but the grounds for its use by the participant were not specified. This nuance became an obstacle for the Odesa-based company to receive the contract due to non-compliance with the tender documentation.

The terms of the contract stipulate that the winner will carry out a list of installation works and upgrade the existing video surveillance system by December 31, 2025.

According to the YouControl analytical service, Scientific and Production Firm Avt-Prom LLC was registered in Kyiv in 2003. The company's main activity is electrical work. The owner and director is Ivan Sribniak. Throughout the year, the company provided services to the Mariupol City Social Dormitory, located in Dnipro, to reconnect and set up the dormitory's video surveillance system to equip the premises for IDPs.<b> </b>

In February, the company repaired and maintained video equipment at the port of Izmail for UAH 838 thousand.

In addition, the Odesa port ordered thermal modernization of its vehicle depot for over UAH 22 million, although some materials on the market cost half as much. The offer of a more cost-effective competitor was rejected due to formal deficiencies in the documents, and the possible overpayment may exceed UAH 1.5 million.
