The Mykolaiv City Council’s municipal enterprise “Mykolaivpastrans” signed a contract to transport a French delegation that was visiting Mykolaiv to meet with the mayor and representatives of the city council. The cost of the services was 99,999.98 hryvnias.
According to information published on the Prozorro system, the municipal enterprise “Mykolaivpastrans” entered into a contract with Orion-Auto LLC to provide international non-scheduled passenger transportation services. The cost of the services was 99,999.98 hryvnias. Funding was provided from the company’s own funds.
Under the contract, the carrier was to provide transportation for 42 delegation members, including their luggage. The route included meeting the guests at the “Palanka–Mayaki–Udobne” border crossing on the Ukrainian-Moldovan border, transporting them to Mykolaiv, and, upon completion of the visit, transport to Chisinau International Airport.

The trip took place from May 13 to 15, 2026. A 2011 Van Hool T-915 Acron bus, designed to carry 50 passengers, was used for the trip. The documents also list two drivers who were to operate the trip.
The cost estimate shows that the bus was to cover a route of 1,200 kilometers with a total operating time of 30 hours. The largest expense items were fuel—28,200 hryvnias, overhead costs—nearly 21,000 hryvnias, bus depreciation—8,600 hryvnias, and drivers’ wages and benefits—6,800 hryvnias. The cost of transportation amounted to 73,400 hryvnias, and the carrier’s profit was 9,900 hryvnias.
The purpose of the trip, according to the contract and the information letter, was a meeting between the French delegation and the mayor of Mykolaiv and representatives of the Mykolaiv City Council.
