Intent.Insight discussed Odesa development strategy until 2027

A discussion of the Green and White Books, documents that will define the priorities and vision of the city's development until 2027, was announced in Odesa.

Artem Vivdych, a specialist in the restoration of territorial communities in Ukraine, from the All-Ukrainian Association of United Territorial Communities, spoke about their role and importance on the live TV channel of Intent.Insight.

According to the press service of the Odesa City Council, the discussion will take place on December 11, 2025, and aims to present the logic and key elements of the Odesa City Territorial Community Development Strategy. During the event, it is planned to create an open space for joint discussion, collecting feedback and recommendations for setting development priorities.

The materials of the Green and White Papers will become the basis for further formation of strategic decisions aimed at sustainable development and community safety.

The event is organized by the municipal institution "Odesa 5T Grant Office" and Odesa City Council. The initiative is being implemented within the framework of the project "Transformative Recovery for Human Security in Ukraine" funded by the Government of Japan and implemented by the United Nations Development Program (UNDP) in Ukraine.

In April, Odesa started working on the City Territorial Community Development Strategy until 2027. The city planned to spend UAH 1.68 million to prepare part of the document. The services were commissioned by the municipal institution Odesa 5T Grant Office. The services included strategic analysis, consultations with experts, working meetings and strategic sessions, as well as the preparation of sections of the future document in accordance with the requirements of the United Nations Development Program.

On December 5, Odesa also held public hearings on the draft city budget for 2026. The event was organized by the Department of Finance of the Odesa City Council. During the discussion, the department presented the main provisions of the draft, including key areas of funding, distribution of funds between different areas, and planned investments in infrastructure and social projects.
