In Zatoka, land plots were seized in connection with a land fraud scheme

In the Odesa region, law enforcement officials are investigating the possible illegal acquisition of two land parcels in Zatoka through document forgery and a series of questionable registrations. The land has changed hands several times, despite previous legal disputes and a seizure order.

According to a ruling by the Bilhorod-Dnistrovskyi City and District Court, the plots in Zatoka were purchased back in 2014.

Ownership of the land had already been the subject of legal disputes. In 2017, a trial court ruled that the Zatoka Town Council’s decisions to transfer the plots were unlawful and that the certificates of ownership were invalid. However, in 2022–2023, the appellate courts overturned these decisions, and the Supreme Court upheld the corresponding rulings. 

Despite this, a series of registration actions involving these plots took place in 2019. Initially, ownership of the plots was registered in the names of other individuals, after which the land was sold. Subsequently, the two plots were merged into a single plot measuring 0.186 hectares with a new cadastral number. 

Later, the combined plot was transferred several times between individuals and legal entities. Specifically, in 2019, it was purchased by the private enterprise “Avocado Hotel Complex,” and at the end of that same year, the land was pledged as collateral for an interest-free loan of 149,600 hryvnias. 

In January 2020, the plot was already under seizure. Despite this, in July 2021, the land was sold at an electronic auction as collateral. 

Afterward, the land was divided into two plots measuring 0.1401 and 0.0459 hectares. In 2023, they were transferred to another individual as a contribution to the authorized capital, and in November 2025, both plots became part of the authorized capital of PP “Lo Comp.” 

Investigators requested the seizure of two summer homes and two land plots, which at that time belonged to “Lo Comp.” The appraised value of the two houses was 1.25 million and 850,000 hryvnias, respectively, while the two plots were valued at approximately 616,000 and 1.9 million hryvnias.

As a result, the judge seized the two plots of land and prohibited their disposal.

Also in September, a long-running legal battle over a land plot near the Dniester River in the Odesa region came to an end in the Supreme Court.
