In Odesa region, they want to build an anti-radiation bunker for EU money on the second attempt

After the previous tender was canceled, an auction for the construction of a radiation shelter on the territory of a local lyceum was announced for the second time in the village of Mayaki, Odesa region.

Information about this was posted on the website of the Prozorro.

The Department of Urban Development, Architecture, Land Management, Ecology, Housing and Communal Property of the Mayaki Village Council has scheduled a new tender in the format of open bidding with special conditions for June 11. The construction is scheduled to be completed by March 31, 2026. The total cost of the work exceeds UAH 122.5 million, with part of the funding provided by the European Union under the Ukraine Facility program.

As Intent wrote, back in March 2025, the department already held an auction to select a contractor. At that time, four companies competed for the project - Ukrservicegroup LLC, Berg Group LLC, Stany Magnum LLC, and Bereg Trans Bud LLC. The winner was Ukrservicegroup, which agreed to perform the work for UAH 112 million. However, the tender was canceled after a complaint from Berg Group.

Earlier, the media reported that this is not the first time UkrServiceGroup has won tenders in Odesa region and has been mentioned in journalistic investigations and criminal proceedings. In particular, in January 2025, sources claimed that the company was involved in a case of suspicion of officials of the Odesa City Council's Education Department of embezzlement of budget funds.

In addition, in December 2023, the company signed a contract to repair the shelter of Lyceum No. 10 in Prymorskyi district for more than UAH 5.3 million. Over the course of several months, the cost of the work increased first to UAH 7 million, and by the end of the year - to UAH 16.9 million. According to the investigation, these amounts did not correspond to the actual scope and quality of the work performed.

Nikcenter journalists also accused the contractor of overcharging for certain construction materials compared to market prices.

The contractor has to build a modern shelter with ventilation, water supply, sewage, bathrooms, a pumping station and smoke protection systems. It is also planned to provide communication and Internet.

The project provides for the arrangement of a medical room, a cafeteria, food warehouses, water tanks, life support systems and a fire extinguishing station. The shelter must be able to withstand all hazards, including the effects of a nuclear explosion, and ensure continuous human presence for at least 48 hours (12 hours with a filter ventilation system).

According to the Education Management Information System, 552 students are currently enrolled in the Mayakivskyi Lyceum, although the institution's design capacity is 964 students.
