In Odesa region, a garage builder was selected without an auction for 32 million

Usativ village council of Odesa region has planned to sign an agreement with the limited liability company SPK Flagman for the construction of garages in Illinka village.

This was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and the only bidder was Flagman SPC LLC. The company expects to receive UAH 32 million 417.5 thousand after the transaction. The construction is scheduled to be completed by June 30, 2026.

According to the YouControl service, the company was registered in 2017 and its ultimate beneficial owner is Dmytro Furman. In 2024-2025, the company actively participated in public tenders: the total amount of contracts won in 2024 was over UAH 28 million, and in 2025 it was over UAH 75 million.

For example, in August, the Department of Urban Development, Architecture, Land Management, Ecology, Housing and Communal Property of the Mayakivska Village Council of Odesa Oblast held a tender for the construction of a lyceum shelter. The winner was initially determined to be Berg Group LLC, which agreed to work for UAH 110 million 190 thousand, but the company's proposal was eventually rejected because it failed to eliminate inconsistencies in the tender documentation in time. The winner was Flagman SPC LLC, which offered its services for UAH 119 million 999 thousand 998.

And in June, the Department of Municipal Economy of the Odesa City Council for the third time chose the winner of the tender for the restoration of an apartment building at 134 Knyazya Volodymyr Velykoho (formerly Dobrovolskoho) Avenue, damaged as a result of the armed aggression of the Russian Federation, SPK Flagman LLC.
