In Odesa region, a contractor was selected without an auction to repair four kilometers for 57 million

The State Enterprise "Local Road Service" has conducted a procurement to select a company that will be paid to repair a section of the public road of local importance Zatyshshia - Vesela Balka - Torosove.

The relevant announcement was published in the Prozorro electronic procurement system.

It is a section from the 10+145th kilometer of the road to the 14+045th kilometer. It's a matter of routine repairs. The procurement was conducted in the format of an open tender with special conditions, and Progresdorbud Limited Liability Company was the only participant. If the deal is concluded, the company expects to pay UAH 57 million 138.6 thousand, and the works are scheduled to be completed by December 31, 2025.

According to the YouControl service, the company was registered in 2016. The owner is currently Yuriy Chetvertakov, who was linked by the Anti-Corruption Dimension publication to businessman Araik Amirkhanyan, who is currently on the wanted list. The journalists say that the reason for such conclusions is that Yuriy Chetvertakov has been heading Agrosynthesis, a company owned by Hrachik Amirkhanyan, a relative of Araik Amirkhanyan, since 2017.

It should also be noted that the company has previously participated in procurement as a single bidder. In particular, in June, the Road Maintenance Department of Odesa City Council held a procurement to find a contractor to be paid for the maintenance of roadways and sidewalks of municipal streets and roads. The only participant was Progresdorbud Limited Liability Company.

In April 2024, the State Enterprise "Local Road Service" held tenders to select a company that would be paid for the current repair of sections of the Rozdilna-Starostyno-Nadiia local public road and for the operational maintenance of local public roads in Rozdilnia district of Odesa region.

Both times, Progresdorbud was considered the winner. In the first case, the company was counting on UAH 32 million 817.3 thousand, and in the second case, UAH 36 million 943.1 thousand.
