In Odesa, Nevesely became deputy mayor, replacing the SBU general

Ihor Koval, Acting Mayor of Odesa, announced the appointment of Vladyslav Nevesely as Acting Deputy Mayor.

AsIhor Kovalstatedduring a meeting of the Odesa City Council’s executive committee, starting September 28, Neveselyi will coordinate the work of the executive bodies, municipal institutions, and enterprises that were previously under the authority of Volodymyr Krylenko.

Neveselyi participated in the meeting in an advisory capacity. During the introduction, Koval also spoke about Neveselyi’s educational background.

Vladislav Nevesely holds two higher education degrees—in “Organizational Management” and “Public Management and Administration.”

Previously, Nevesely headed the State Agency of Ukraine for the Development of Land Reclamation, Fisheries, and Food Programs, and also worked in the public sector and the banking industry. In particular, in 2019, he became head of the Road Service in the Mykolaiv region.

In early September, Koval had already appointed Neveselyi as his advisor without a competitive selection process. At that time, Neveselyi was granted the 13th rank of a local government official.

Thus, less than a month after being appointed as an advisor, Neveselyi received new powers within the city government and will coordinate areas that were previously under the responsibility of Volodymyr Krylenko.

As a reminder, on February 19, 2026, Volodymyr Krylenko was appointed acting deputy mayor for the activities of the council’s executive bodies. 

The appointment was based on a request from Krylenko himself and a recommendation from First Deputy Mayor Oleksiy Filatov. 

Previously, Krylenko served in the Security Service of Ukraine (SBU). In 2011, he was appointed head of the SBU’s regional office in Cherkasy Oblast, a position he left in 2014. In February of that same year, he became head of the SBU office in Lviv Oblast, but left the position in March. He then headed the SBU office in Mykolaiv Oblast until August. In 2012, he was promoted to the military rank of major general.
