In Odesa, a dubious contractor was deprived of a tender for 120 million

Following a series of Intent' s publications on the dubious tender for the overhaul of school #61 in Odesa, the BES canceled the procurement. The contract between the customer and the contractor was terminated, which allowed the city to save UAH 120 million in the budget.

According to the Bureau of Economic Security, it was planned to allocate more than UAH 120 million from the local budget for the overhaul of the school, but during the tender inspection, BES analysts found numerous violations, which Intent initially drew attention to.

It turned out that the tender for the overhaul was won by a company that did not meet the requirements for such work. The company, which specializes in residential construction, did not have the necessary equipment, personnel and experience to carry out large-scale repairs.

After identifying these violations, BES analysts sent an official letter to the local authority recommending that it reconsider the decision on this procurement. As a result, the customer canceled the contract with the contractor, thus avoiding the misuse of more than UAH 120 million from the local budget.

As a reminder, the Capital Construction Department of the Odesa City Council conducted a second procurement and selected a potential contractor for the overhaul of school No. 61, located on Akademika Vorobiova Street in the Slobodka district.

Prior to that, in late June, the Department conducted a procurement and selected a potential contractor for this repair from a single bidder, Alliance Design and Construction Company LLC.

The company expected to receive UAH 120 million 274.6 thousand if the agreement was concluded. However, in order to do so, it had to eliminate a number of inconsistencies in the tender documentation, namely, to supplement it with the necessary documents. The company failed to do so.

This was also not the first tender, in early June the department had already conducted this procurement and two companies took part in it.
