Heavy rain and flooding have damaged at least 800 buildings in Odesa, including 300 private homes and 500 apartment buildings.
This was announced by Deputy Prime Minister for the Restoration of Ukraine Oleksiy Kuleba following a meeting with representatives of the city council, regional administration and the State Emergency Service.
The Deputy Prime Minister noted that water pumping works continue at 38 locations in the private sector. Almost 900,000 cubic meters of water have already been diverted, 147 tons of garbage have been removed, and 13 damaged building structures have been dismantled.
Defensive structures are also being brought back to readiness. Water has been pumped out of all flooded shelters and they are being dried and prepared for use. According to Oleksiy Kuleba, part of the city remains without electricity. Power engineers are working on the spot. Water and gas supply in the city and the region are operating normally. More than 200 Unbreakable Points have been opened across the region, where people can recharge their devices and keep warm.
Almost 3,000 people and about 660 vehicles are involved in the response. Additionally, units from other regions have arrived in Odesa.
Earlier, Mayor Gennadiy Trukhanov said that the families of those who died in the October 30 storm would receive UAH 100,000 each from the Odesa city budget. To honor the memory of those who died in the September 30 rainstorm, October 2, 2025, has been declared a Day of Mourning in Odesa. The flood killed 10 people.
The storm caused serious damage: flooding of roads, power outages, damage to property, and the falling of trees. According to the weather service, 94 mm of precipitation fell in Odesa on September 30, which is more than 220% of the monthly norm for September (42 mm).
