In Mykolaiv, they are trying to repair a boiler house for 60 million on the third attempt

Mykolaiv has re-announced a tender for the reconstruction of the regional utility company Mykolaivoblteploenergo's boiler house on Kurortna Street. As before, they are ready to pay UAH 60.6 million for the work.

According to the Center for Public Investigations, this is the third attempt to find a contractor for the project. In March 2025, the first tender was canceled due to excessive requirements for participants, which narrowed the range of potential contractors. In April, the second auction was held, with two companies participating: Promstan Corporation LLC and CITY STARS LLC. The winner was CITY STARS, whose director has ties to local authorities and was involved in criminal proceedings related to embezzlement of budget funds.

However, this tender was not completed either: the bidding was canceled due to violations of the legislation on localization of production - according to the new requirements, in 2025, at least 25% of the production of certain goods, including pumps, must be localized in Ukraine.

A second auction has now been announced with the same amount of funding - UAH 60.6 million. Applications will be accepted until May 24, and the auction itself is scheduled for May 26. The likelihood of competition remains low due to the tight deadline.

The project involves large-scale works, from dismantling old hot water boilers to the complete installation of new infrastructure. In total, the estimate includes more than 500 types of construction operations. These include manual trenching, installation of foundations and framing, masonry walls made of aerated concrete blocks, installation of windows and doors, ventilation, thermal insulation, launching and setting up new equipment, etc. All work should be completed by the end of December 2025.

Intent has already written about how Mykolaiv managed to find a contractor to renovate the memorial complex in honor of the 68th Olshan paratroopers only on the third attempt. The first and second tenders were canceled due to the lack of bids.
