In Mykolaiv, it was only on the third attempt that they managed to find a contractor to renovate the memorial complex in honor of the 68th Olshan paratroopers. The first and second tenders were canceled due to the lack of proposals.

This was reported by the Center for Public Investigations.

The customer was the municipal enterprise Mykolaiv Parks, which is subordinated to the city council. The cost of the work was estimated at 620 thousand hryvnias, which is 50 thousand less than before.

The only participant in the third tender was Mikhail Volkov, a private entrepreneur, who was declared the winner. He agreed to perform the work for UAH 618.2 thousand.

From now until May 31, 2025, the contractor has to dismantle the Russian inscription and the Soviet star. The updated version of the inscription should read as follows: "Eternal glory to the heroes who died for the Motherland". The star should be replaced with a wreath with the dates of World War II (1939-1945). The cost of the work was estimated at 620 thousand hryvnias, which is 50 thousand less than before.

According to the youcontrol analytical system, Mykhailo Volkov has been registered as an individual entrepreneur since July 16, 2010, meaning he has been operating for over 14 years. His main activity is metal processing and metal coating. In addition, he is also engaged in cutting, processing and finishing of decorative and building stone, production of other furniture, as well as manufacturing of wooden building structures and joinery.

The tender was first announced in September. The customer was Mykolaiv Parks. The cost of the work was set at UAH 672 thousand. On September 20, it was announced that the tender was canceled. The reason given was the lack of proposals.

They tried to hold a second tender in October last year, but even then there were no takers for the Ukrainianization of the memorial.

On February 14, a new tender for the renovation of the memorial complex appeared on the ProZorro website. The same utility company remained the customer. The tender specified that the Russian inscription and the Soviet star should be dismantled. According to the updated version, the inscription should read as follows: "Eternal glory to the heroes who died for the Motherland". The star should be replaced with a wreath with the dates of World War II (1939-1945). The cost of the work was reduced to 620 thousand hryvnias.

The memorial complex in honor of 68 Olshan paratroopers in Mykolaiv was created to honor the heroes of World War II. It is dedicated to the feat of the unit under the command of Konstantin Olshansky, which in March 1944 carried out a heroic airborne operation during the liberation of the city of Mykolaiv from Nazi invaders. The detachment consisted of 68 soldiers, most of whom were killed, but they managed to hold strategically important positions that contributed to the successful offensive of Soviet troops.

The memorial is located at the landing site and includes a sculptural composition depicting the soldiers at the time of the attack, as well as symbolic bas-reliefs and plates with the names of the heroes. The complex is an important part of the city's military history and a venue for celebrations and commemorations.
