In Mykolaiv, a conscript was brutally beaten and had his ribs broken; he was then held at the Territorial Military Commissariat for 18 days and not sent to his military unit—they waited for his ribs to heal.

This was reported by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights.

According to the ombudsman, representatives of his office received information that in Mykolaiv, employees of the Territorial Military Commissariat detained a Ukrainian citizen and brutally beat him.

“We conducted a monitoring visit and indeed found a man who had been held for eighteen days at the Mykolaiv Regional Military Registration and Enlistment Office and the Special Forces unit. After we began checking his documents, it turned out that this person is already an active-duty servicemember,” he said.

According to Lubinets, representatives of the TCC explained that they had not sent the soldier to his unit because his ribs had been broken during mobilization procedures, and they were waiting for them to heal. Only after that did they plan to send him to his place of service.

“And this despite the fact that we had documents from the Medical Examination Commission confirming that he was completely healthy and fit for military service,” the Commissioner added.

Scandals involving representatives of the Territorial Recruitment Center (TRC) occur almost daily across the country. Social media is flooded with dozens of videos showing people in military uniforms rounding up conscripts in the most unexpected places.

And every time, these videos cause a stir. TRC employees are accused of exceeding their authority and of abducting people.

For example, the State Bureau of Investigation (DBR) recently concluded an investigation into officials from one of the district Military Registration and Enlistment Offices and a joint venture in the Mykolaiv region. The investigation found that they illegally detained and tortured a man during mobilization.
