In Izmail, the city council hired the deputy's company to restore a high-rise building that suffered from Russian drone attacks in the city without an auction. Almost 2.5 million hryvnias will be allocated from the budget for the work.

According to the Center for Public Investigations, this is a building at 216 Prydunayska Street.

The procurement was conducted without the use of an electronic system. On October 2, the housing and communal services department signed an agreement with the only participant who had registered in the system. It was the private enterprise Rodnik. The contract amount is UAH 2 million 420 thousand.

Under the terms of the tender documentation, the contractor is to carry out repair work, including replacing damaged metal tiles, installing snow fences, cornices and gutters. The old windows and three door blocks that were damaged during the attack must be replaced with new metal-plastic ones. It is also planned to restore the damaged wall by plastering and painting, and repair two destroyed balconies.

In addition, the basement will also be renovated: it is planned to install ventilation, doors, cover the floor with ceramic tiles, and replace switches, sockets, and lighting. The contractor has to complete the repairs by December 10, 2024, and funding will come from the local budget.

According to the YouControl service, Rodnik Private Enterprise was registered in Izmail in 1999. The head of the company is Ihor Viktorovych Dekhtyarev, a deputy of the Izmail City Council.

This is not the first time that the deputy's company has been awarded restoration contracts without an auction. In July 2024, the Housing and Communal Services Department of the Izmail City Council in Odesa region also signed a contract with the private enterprise Rodnik for the repair of an apartment building damaged by the Shaheda attack in Izmail without a tender. At the time, the contract amounted to UAH 1 million 606 thousand.

Another agreement with Rodnik was signed in October 2023. The contract amount was UAH 2 million 405 thousand.

Meanwhile, Odesa has launched a process to find a contractor to restore another high-rise building on Shevchenko Avenue. This residential building suffered from an enemy attack on January 17.

Prior to that, the mayor's office had planned to repair the apartment building at 8B Shevchenko Avenue for 45 million hryvnias.
