Head of illegal dolphinarium in Kherson region is suspected

Law enforcement agencies have served a notice of suspicion of collaboration to Dmytro Frolov, who runs the dolphinariums in Kyrylivka and Henicheska Hirka, illegally established by the occupiers, in the temporarily occupied territories.

This became known from the published suspicion.

Frolov is charged in absentia with collaboration under Part 4 of Article 111-1 of the Criminal Code of Ukraine, which threatens him with imprisonment for up to five years with confiscation of property.

The investigation found that in the summer of 2023, Frolov, acting on the instructions of Taras Chekurda and Russian citizen Irina Kalganova, illegally registered Oscar Genichesk LLC and later similarly Dolphinarium Sun LLC in the Russian jurisdiction. The founders of these occupation enterprises are Russians Irina Kalganova and Ruslan Alekseenko, as well as Ukrainian citizens Victoria and Valeria Chekurda.

In addition, the suspect has established cooperation with the Russian company JSC "Production Firm "SKB Kontur" from Yekaterinburg, which is under sanctions of the National Security and Defense Council of Ukraine.

Dmytro Frolov himself was previously known as an individual entrepreneur in Simferopol, where he provided photography services from 2007 to 2021.

Earlier, on November 10, 2025, the Kherson Court of Appeal confirmed the sentence imposed on Dmytro Tokarev-Talibov for collaboration. He will spend six years in prison for his work in a senior position in the occupation "Kherson Region Water Resources Basin Administration". The court decision on imprisonment and confiscation of property is final and has entered into force.

Appeals were filed by both the prosecutor of the Skadovsk District Prosecutor's Office, who asked for an increase in the term to ten years, and the defendant's lawyer, who demanded a full acquittal. The judges rejected both demands, but made a key clarification to the additional punishment: after serving the main term, Tokarev-Talibov will be deprived of the right to hold positions in government bodies related to the performance of organizational, administrative and economic functions for ten years.
