Former official from Kherson region found a job with the occupation authorities

Yulia Rassadina, a former official of the Department of Budget and Finance of the Kherson City Council (where she held, among other things, the position of head of the sector for the maintenance of local government bodies), has been temporarily acting as the occupation 'Minister of Finance of the Kherson region' since August 1, 2025. Information about her appointment is included in Russian registers.

This became known from an investigation by Vgoru: "Business trip to the occupation. Who headed the 'ministries' in the occupied Kherson region in 2025".

The investigation found that Rassadina voluntarily sided with the occupation authorities no later than June 15, 2022, heading the illegally created "Department of Finance of the Kherson Region." Her decision to cooperate, according to eyewitnesses, was due to the promise of "very large sums of money" with which she planned to buy an apartment in Crimea.

At the same time, the court found no facts that would indicate coercion to cooperate. It is also known that she was persuaded to cooperate with the occupiers by her husband, Vitaliy Lysenko, who also holds a position in the occupation administration.

As the head of the'department' and later 'deputy minister' (since September 2022), Yulia Rassadina actively led the implementation of the occupation financial system. She ensured the transfer of local enterprises to the Russian taxation system and ruble payments, as well as the formation of the budget of the occupation administration and the distribution of salaries and pensions for collaborators.

She replaced the Russian Sergey Burkov as acting 'Minister of Finance'. For her collaboration activities, Yulia Rassadina is a defendant in a criminal case in Ukraine.
