Former head of Teplogazmerezha in Kherson region is suspected of misappropriation of public funds

The former head of Teplogazmerezha, Ihor Lukyanov, has been notified of suspicion. Kherson police suspect him of misappropriating public money and forging documents during the construction of medical facilities.

According to law enforcement officers, in 2020, Ihor Lukianov was the director of Kherson-based Teplogazmerezha LLC. At that time, he agreed with engineer Pavlo Andrievsky, who was responsible for technical supervision. Together, they planned to misappropriate money allocated by the Construction Department of the Kherson Regional Administration for the construction of outpatient clinics in the villages of Shchaslyvtseve and Chongar in the Henichesk district.

According to the investigation, from April to September 2020, Lukianov signed documents on construction work and equipment purchases, where he entered inflated prices. In particular, the purchase of a solid fuel boiler and a heating barrel.

Ihor Lukianov is suspected of misappropriation of property committed by prior conspiracy with other persons and of entering false information into official documents.

As for Lukianov's accomplice, engineer Andrievsky, his case has also been submitted to court.

As a reminder, we wrote about the possible embezzlement of funds at the Kherson State Maritime Academy during the Russian occupation of the city. It was about UAH 1.2 million.

Also, the former head of a Kherson utility company is suspected of embezzlement during the occupation of the city. The court took him into custody in absentia without the right to bail and put him on the international wanted list.

The company received the money from the city budget by decision of the executive committee on April 8, 2022, and payment documents were signed through the bank's electronic cabinet using the personal electronic signature of the head.
