Ex-director of Odesa City Council's work organization department discloses income

Oleksandr Tykhovskyi, former director of the Odesa City Council's work organization department , filed a corrected declaration for the period from January 1 to November 10, 2025. He received more than half a million hryvnias while working at the city council.

According to the Center for Public Investigations, Tikhovsky lives in Odesa, has no foreign citizenship or residence permits abroad, and does not hold a position with a high risk of corruption. At the time of filing his declaration, he was the director of a department in the city council.

The official's family includes his wife and four children. They own two apartments in Odesa: the smaller one of 48.5 m² belongs to his wife and was purchased in 2020 for over UAH 574 thousand, the larger one of 109.5 m² is jointly owned by the couple (50% each) and was purchased in 2023 for UAH 2.8 million.

The official and his family did not declare any vehicles, corporate rights, securities, construction in progress or intangible assets.

During the reporting period, the official received over UAH 529 thousand in salary from the city council, and his wife received UAH 37.8 thousand in social benefits. The official had over UAH 104 thousand in his bank accounts, and his wife had over UAH 86 thousand.

In July 2025, he received a loan for UAH 60 thousand, and during the reporting period he repaid UAH 25.5 thousand of the principal amount and UAH 1.566 thousand of interest. At the end of the period, the outstanding balance amounted to UAH 34.5 thousand.

On October 4, 2023, former Odesa Mayor Gennadiy Trukhanov appointed Tikhovsky to the position of the department's director without a competition. Earlier, in 2022, he was the head of the Department of Culture and Tourism of the City Council.

On November 10, 2025 , Oleksandr Tikhovsky submitted his resignation from the position of the department's director. The next day, he was appointed acting administrator of the executive committee of the Odesa City Council - temporarily, until a new head is appointed in accordance with the established procedure.

In addition, Karina, the wife of Vitaliy Barvinenko, the former head of the Odesa District Council, became the owner of a 2017 Audi A8 in 2025, for which she paid UAH 1.3 million.
