Personnel changes in Odesa: Tikhovsky resigns and heads the executive committee

New personnel changes have taken place in Odesa City Council. The director of the department, Tikhovsky, resigned from his post, but the next day he became the acting manager of the executive committee.

The relevant orders were signed by the acting mayor, city council secretary Igor Koval.

According to the document No. 1244K, Oleksandr Tikhovsky was dismissed from the position of Director of the Department for Organization of Work of Odesa City Council. The grounds for the dismissal are the official's own statement, and it was formalized by agreement of the parties in accordance with Article 36(1) of the Labor Code of Ukraine. The date of dismissal is November 10, 2025.

The Department of Accounting, Reporting and Procurement is to make a full calculation and pay the official monetary compensation for 24 calendar days of unused vacation for several periods of work from 2023 to 2025.

However, the very next day, Tikhovsky received a new appointment. According to the decree No. 1250K, he was appointed acting manager of the executive committee of the Odesa City Council. The official will hold this position temporarily until the position is officially filled in accordance with the procedure established by law. The appointment was made upon the recommendation of First Deputy Mayor Oleg Filatov.

In addition, by another decree, No. 1245K, Igor Koval dismissed Olena Buynevych, Director of the Department of Education and Science of the Odesa City Council. She also submitted her resignation by agreement of the parties. The date of termination of employment is November 12, 2025. The department's accounting department was instructed to make a full settlement with her.

Thus, within one day, Odesa city authorities made several important personnel decisions: two dismissals of department heads and a new appointment to the executive committee.

Levon Nikoghosyan, Director of the Health Department of the Odesa City Council, also resigned. During one of the last working sessions of the city council, he was offered to voluntarily resign. According to journalists, the decision was made due to numerous violations, unfulfilled promises and a poor understanding of the city's healthcare situation.
