Design of construction of shelters in Mykolaiv region awarded to Odesa company

The Capital Construction Department of Mykolaiv City Council ordered the engineering design of three shelters in the city, entrusting this work to the Odesa-based company Budova. This company is already known through the NABU investigation related to the illegal seizure of community land for construction.

This was reported by the online publication "Anti-Corruption Dimension.

Thus, the Mykolaiv-based UCB plans to build shelters at the Academy of Children's Creativity, Gymnasium No. 18 and Gymnasium No. 10. The contract for engineering design is worth UAH 3.7 million, and the work should be completed by spring 2025. No bidding was held.

Budova was founded in Odesa in 2003, where it has built several large residential complexes. The company is owned by Odesa residents Boris Rodin and Dmitry Dimarsky.

At the same time, the company was at the center of an NABU investigation, and its executives were suspected of misappropriating the assets of the Odesa community. Odesa Mayor Gennadiy Trukhanov is also involved, as he, along with others, is suspected of misappropriating community assets and legalizing their proceeds. In total, 16 suspects are involved in the case, including Volodymyr Halanternyk, who is considered the leader of the criminal organization. He is currently hiding abroad.

The investigation also involves Oleh Zhuchenko, the former prosecutor of Odesa region, who is suspected of illegally seizing community land and taking a bribe in the form of an apartment from a developer. The investigation of this case was completed in July 2023.

Land in Odesa was leased for construction without a tender, and developers provided apartments, non-residential premises or money in return. The investigation also revealed evidence of money laundering, and the total damage is estimated at UAH 689 million.

Despite these circumstances, in 2024, Budova began to receive government contracts in Mykolaiv and Donetsk regions, totaling UAH 18.7 million. All these contracts were concluded without open bidding.

Dmytro Dimarsky is suspected of participating in a criminal organization that operated in Odesa in 2016-2019 and caused about UAH 558 million in damage to the city.

This is not the first time that Odesa-based companies have been awarded contracts in Mykolaiv.

For example, Mykolaiv roads will be maintained by the Odesa-basedRostdorstroy company, which is affiliated with Mayor Hennadiy Trukhanov' s Trust the Deeds party. The company received two large contracts worth over UAH 1.3 million.

The Odesa-based company will also install an alarm system in a Mykolaiv school for almost 1.5 million without an auction. Radar Pivden Limited Liability Company will install an automatic fire alarm system and fire warning in the gymnasium. The company had no competitors.
