This was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special features, and the only participant was Grado-Stroy Construction Company. According to the YouControl service, the company was registered in Odesa in 2008. The ultimate beneficial owner is Yuriy Samoilenko. This was the second attempt to conduct the procurement. The previous one was scheduled for August 15, but the auction was canceled due to the lack of bids.

After the deal is concluded, the company will have to complete the work by December 31, 2026, and expects to receive UAH 26 million 854.9 thousand for it.

In December 2024, the village council held a tender to find a contractor and chose Ayer Sky LLC, with whom they signed an agreement in March 2025. The company was supposed to receive UAH 23 million 965.8 thousand, but then the Dalnytsia village council unilaterally terminated the agreement due to violations of public procurement legislation.

In October 2024, the village council tried to find a contractor. A full-fledged auction was held with the participation of four limited liability companies: "ETM Group, Stroyspetsstechnika, Grado-Stroy Insurance Company, and Stroy-Bud-Kran.

The winner was ETM Group LLC, which agreed to work for UAH 24 million 360.4 thousand. However, state auditors found violations of public procurement legislation in the procurement process, which proved impossible to eliminate.
