Contracts for repair of shelters in Kherson worth 15 million were awarded without competition to odious companies and a newcomer

Three contracts for more than UAH 8 million were signed by the Civil Protection Department of the Kherson City Council, and one each by the Department of Civil Protection and Defense of the Kherson Regional State Administration and the Kherson Regional Municipal Emergency Rescue Service. The Department signed a contract for more than UAH 3 million, and the emergency service for more than UAH 2 million.

This was reported by the Center for Public Investigations.

The first procurement announcement without the use of an electronic system was published by the Civil Protection Department of Kherson City Council on October 22. According to it, the department signed an agreement for UAH 2 million 89 thousand with entrepreneur Oleksandr Shamychkov. By December 17, he has to carry out routine repairs to the simplest shelter for collective protection of the population.

Oleksandr Shamychkov registered his business 6 years ago in Luhansk Oblast. In 2023, he re-registered in Ternopil region, and in 2024 - in Kherson region. His main business is roofing, but he can also perform other construction work. During his career as an entrepreneur, he has participated in 76 auctions held by budgetary institutions and signed contracts totaling UAH 7 million.

The department published the next announcements on the procurement of works to repair shelters on October 31. Both contracts, worth UAH 2 million 155 thousand and UAH 3 million 849 thousand, were awarded to the same company, Budpostach-STSV LLC. They have to complete the work by December 25, 2024.

According to the Youcontrol analytical system,Budpostach-STSV LLC, with which the municipal enterprise signed an agreement for UAH 11 million 996 thousand 55, has been on the market for more than 9 years. Back then, the company was registered in Lviv and was called Vector-SVS. In the fall of 2023, its location was re-registered in Ivano-Frankivsk, and now it has a Kherson registration. The beneficiaries of the LLC are Oleksandr Novokhatskyi, a resident of Ivano-Frankivsk, Viktor Spurza, a resident of Lviv, and Oleksandr Zagoskin from Kirovohrad region.

The company started participating in procurement in 2016. During this time, they applied for 34 procurements, of which only 2 were competitive, and the rest were made without using Prozorro. They signed 33 contracts for a total amount of UAH 107.3 million. Most of the agreements - 28 for a total of UAH 90.8 million - were signed by Budpostach-STSV LLC with the Civil Protection Department of Kherson City Council for the repair of shelters.

The Opendatabot also found one criminal resolution dated January 17, 2024. It turned out that the company in question was involved in a case of misappropriation of budget funds by prior conspiracy earlier this year. The pre-trial investigation authorities found that the officials, having colluded with contractors, including Budpostach STSV LLC, may have misappropriated and embezzled budget funds allocated for the overhaul of shelters and the purchase of reinforced concrete structures for them.

The Department of Civil Protection and Defense of Kherson Regional State Administration published an announcement on October 30 that it had concluded an agreement for the purchase of reinforced concrete structures for civilian shelters with delivery and installation. This contract for UAH 3 million 750 thousand was awarded to Planeta RS LLC. They have until December 25, 2024 to install the shelter.

Planet RS LLC is registered in Kherson and has over 18 years of experience. One of the founders and ultimate beneficial owners of the company with a 50% share is Lyudmyla Romanova. According to media reports, the woman is the wife of the former head of Ukroboronprom (2014-2018) Roman Romanov.

During its activity, Planeta RS participated in 42 public procurements. They signed contracts totaling UAH 36 million 130 thousand.

Entrepreneur Oleksiy Troyniakov received another contract for the construction of a shelter . He has until December 25, 2024, to repair the shelter at the Center for Social and Psychological Rehabilitation of Children of the Kherson Regional Council. The contract was signed for UAH 3 million 384 thousand.

Oleksiy Troyniakov set up his business last summer. He started participating in public procurement in April this year. And he has already managed to get contracts worth UAH 7 million 497 thousand. His newest customer was the Civil Protection Department of the Kherson City Council. Troyniakov signed three out of four contracts with it for a total of UAH 4 million 112 thousand.
