Contractor found in Odesa region to repair roof of lyceum for 8 million

The Department of Education, Culture, Sports, and Youth Policy of the Velykodolynsk Village Council of Odesa Oblast has conducted a tender to select a contractor to be paid for the overhaul of the roof of the Molodizhne Lyceum.

This was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, and the only bidder was the private enterprise Apus. The company was registered in 2008 in Odesa. The owner is Serhiy Freze. Since the beginning of the year, the company has received UAH 17 million 864.9 thousand. For this procurement, the company expects to receive UAH 7 million 968.1 thousand.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such bidding, so the bidder has no competitors.

However, after the start of the full-scale invasion in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

For example, the municipal enterprise Service Center announced its intention to enter into an agreement with Service Capital Innovation, a limited liability company, to install automatic public toilets with a universal wheelchair accessible cabin in the center of Odesa. The company is ready to provide the utility company with the service for UAH 17 million 996 thousand. It is planned to install four modular restrooms with two cabins in the city garden, on Soborna Square, Ukrainian Heroes/Nina Strokataya Avenue, and on Primorsky Boulevard.
