Odesa selects a builder of restrooms for 18 million

The municipal enterprise Service Center has announced its intention to conclude an agreement on the installation of automatic public toilets with a universal cabin for wheelchair users in the center of Odesa with Service Capital Innovation Limited Liability Company.

The relevant information is available in the Prozorro e-procurement system.

The company is ready to provide the utility company with the service for UAH 17 million 996 thousand. It is planned to install four modular restrooms with two cubicles in the city garden, on Soborna Square, Ukrainian Heroes/Nina Strokataya Avenue, and on Primorsky Boulevard.

The exterior of the toilets must be anti-graffiti, and the exterior cladding must be able to be changed depending on the location to blend in with the environment.

According to the YouControl service, Service Capital Innovation LLC was registered in 2016 in the Kyiv region. The final beneficiary is currently a resident of Kyiv region, Alla Kirochkina.

The procurement was conducted in the format of open bidding with special conditions, so the LLC had no competitors.

Open bidding with special conditions implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such bidding, so the bidder has no competitors.

However, after the start of the full-scale invasion in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
