Construction of a storage facility on Zankovetska Street in Odesa has risen to 3 million

For the third time, the municipal enterprise "Service Center" has announced a tender to select a company that will be paid for the overhaul of the civil defense facility at: 11 Zankovetska Street, Odesa.

The relevant information is available in the Prozorro electronic procurement system.

The auction with an expected purchase price of UAH 3 million 76.6 thousand is scheduled for October 7 in the format of an open tender with special conditions. The works should be completed by June 30, 2025. The project price has increased after adjustments since last year.

In July 2023, the utility company conducted a procurement and entered into an agreement with Koleinyk K Limited Liability Company, which was the only participant. The company expected to receive UAH 2 million 745.2 thousand and complete the repairs by December 31, 2023, but later the deadline was extended to May 2024 by an additional agreement. The company failed to meet the deadline, so the agreement with it was terminated and UAH 414,586 was paid for the work done.

In May 2024, the Service Center tried to conduct the procurement again, this time in the format of an open tender with special conditions. The only participant was again Koleynik K LLC, and the company expected to pay UAH 1 million 157.6 thousand. However, the results of the auction were canceled due to the termination of the previous agreement, which made it impossible to complete the work.

According to the YouControl service, Koleynik K LLC was registered in Odesa in 2018. The owner is Stanislav Bulanov from Kyiv.

Open bidding with peculiarities implies that almost all terms are shorter than in open bidding under the Law on Public Procurement. That is, this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the beginning of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
