Company of Izmail MP wins $2 million tender in Odesa without auction

The Odesa City Council's Road Maintenance Department has conducted a tender to select a contractor to be paid for the overhaul (restoration) of the in-block roadway at 37 Bohdan Khmelnytsky Street.

The announcement was published in the Prozorro electronic procurement system.

The auction was held in the format of open bidding with a single bidder, Eurodor Limited Liability Company. The company expects to receive UAH 2,635,000 for the repair of 1,169.4 square meters if the deal is concluded.

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a deputy of the Izmail City Council. The company was registered in 2005. In 2025, the company has already won government tenders totaling UAH 42 million 944.8 thousand.

For example, the Road Maintenance Department of the Odesa City Council repeated the procurement to select a contractor who will be paid for the maintenance of the city's municipal road network. The auction was held in the format of open bidding with a single bidder, Eurodor Limited Liability Company.

In 2021, the Center for Public Investigations compiled a rating of companies that won tenders announced by the Road Department of the Odesa City Council within 9 months of that year.

Among the ten largest recipients of funds from the department were Odeskolovpostach Repair and Construction Section, Dorstroy PE, and Eurodor Limited Liability Company. The latter won the third tender, which provided for repairs on one Inglesi street only, from Kosmonavtiv Street to Ivan and Yurii Lyp Street.
