In the Karabelny district of Mykolaiv, local residents found a locked shelter when the alarm sounded. Families with children were unable to hide.

This was reported by a local publication.

They expressed their indignation in house chats and social networks, noting that the inaccessibility of shelters endangered people's lives and health.

A company from Mykolaiv, which had been featured in journalistic investigations into overpayments, won a tender to reconstruct a building into a shelter. In total, since 2024, it has already received government contracts worth more than UAH 142 million.

During the full-scale war in the Mykolaiv region, a group of contractors was formed that local officials began to entrust with expensive construction work, primarily on shelters in schools. Some of these firms are linked to a member of the Mykolaiv Regional Council. In total, 1608 construction contracts in the north of Mykolaiv region were recorded in Prozorro in 2022-2025. The total expected cost of the works is almost UAH 1.44 billion. The full-scale war has significantly affected the distribution of contracts: ten of the 25 most expensive projects relate to the construction or renovation of school shelters.

In two settlements in Kherson Oblast, residents will be protected from shelling.

The new building is planned to be modern, energy-efficient, and fully adapted to the needs of children, taking into account barrier-free access and safety requirements. A bomb shelter has been designed in the basement, which can accommodate up to 227 people in case of an emergency. A separate warm passage to the shelter and dining room will be arranged for kindergarten children to ensure safe and comfortable movement.
