Bureau of Economic Security finds risks in the agreement on restoration of the house destroyed by Russians in Odesa

Analysts of the Territorial Department of the Bureau of Economic Security in Odesa Oblast have identified a risky procurement for the reconstruction of an apartment building damaged as a result of the armed aggression of the Russian Federation.

According to the BES, during the analysis of the procurement procedure, analysts found that the company that submitted the tender proposal did not have the necessary material and technical base to carry out the repair work, and did not confirm the availability of employees with the appropriate qualifications.

Thus, it did not meet the established qualification criteria. In addition, the construction company entered into several contracts for the performance of works during the same period with different companies, without having sufficient labor resources.

In order to prevent budget funds from being wasted, the analysts sent a letter of recommendation to the procuring entity regarding the appropriateness of the work performed by this construction company. So the contract was terminated.

The Bureau did not name the address of the building in question, but judging by the footage of the video it released, it is a building that was damaged during the shelling on November 25. The occupiers launched a rocket attack on the city center of Odesa on the morning of November 25, damaging residential buildings and injuring residents. As a result of that attack, 11 civilians were injured. The explosion also damaged a school, but the children were not injured because they were in shelters.

Meanwhile, the Department of Municipal Economy of the Odesa City Council selected Stroy-Invest-Group-7, a limited liability company, as the only bidder for the right to restore an apartment building at 8-B Shevchenko Avenue, which was damaged as a result of the armed aggression of the Russian Federation.

The building was damaged during an attack by Russian drones in Odesa on January 17, 2024. At that time, Odesa, according to the Southern Operational Command, became the main target of the Russians. In total, the enemy launched 20 Shahed-131/136 unmanned aerial vehicles in Ukraine, of which 19 were shot down by air defense - 11 drones were shot down on the approach to the coast of Odesa. The kamikaze drones were approaching at a critically low altitude from the Black Sea. A gas pipe in a five-story building caught fire, and apartments on three floors were on fire. Cars parked nearby were also damaged.
