Antimonopoly Committee accuses Odesa district administration of violating the law

The Administrative Board of the Southern Interregional Department of the Antimonopoly Committee has recognized the actions of the Kyiv District Administration of the Odesa City Council as a violation of the legislation on the protection of economic competition.

According to the department's press service, experts checked how Odesa complies with the legislation on protection of economic competition in the market of garbage collection and removal services.

They found that the Kyiv District Administration of the Odesa City Council had included a requirement in the tender documentation for determining the contractor for the collection and removal of household waste in the Kyiv district of Odesa to have its own solid waste landfill and distance to it, which is not provided for by the current legislation. Such actions of the district administration did not facilitate access to such competition for all potential participants in the specified service market and could lead to the prevention of competition in it.

Therefore, such actions of the Kyiv District Administration could have restricted business entities' access to the market of household waste removal services and created barriers to entry into this market, depriving business entities of the opportunity to compete with each other on equal terms.

Earlier, the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine started consideration of the case against the utility company Chornomorskvodokanal in Odesa region.
