Antimonopoly authorities accuse Chornomorskvodokanal of overcharging for water services

The Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine has started consideration of a case against the Chornomorskvodokanal utility company in Odesa region.

This was reported in the press service of the department.

According to the antimonopoly authorities, during the inspection of compliance by business entities and local governments with the legislation on the protection of economic competition in the regional market for centralized water supply and centralized sewerage services within the Odesa region, the Southern MTV of the AMCU found that the utility company Chornomorskvodokanal charged and collected from consumers for centralized water supply and centralized sewerage services at inflated tariffs established by the decision

"Such tariffs do not comply with the requirements of the current legislation, namely the procedure for setting tariffs for centralized water supply and centralized sewerage, approved by the Cabinet of Ministers of Ukraine on June 1, 2011. Such actions of Chornomorskvodokanal and the Executive Committee of the Chornomorsk City Council contain signs of violation of competition law," the AMCU said.

In October 2025, Odesa also plans to set new heat tariffs for the Odesa City Heat Supply Utility. For households, prices will remain at the pre-war level, while for other categories of consumers they will be updated in November 2025. The Executive Committee of the Odesa City Council decided to submit proposals to the Odesa City Military Administration to establish new tariffs for heat energy, its production, transportation and supply for the municipal enterprise"Heat Supply of Odesa".
