Accent found out whether electric scooters could be banned in Ukraine

In Ivano-Frankivsk, electric scooters were actually banned from the city center, and in 2023, they tried to ban them in Izmail, Odesa Oblast.

In Accent, we talked about the ban on electric scooters in Ukrainian cities, about those who use this vehicle, and, of course, about traffic rules.

Since 2023, all electric scooters (monowheels, sigways, etc.) have been recognized as vehicles, and this has allowed the police and courts to bring e-scooter drivers to administrative responsibility on a general basis on a par with car drivers. However, no separate rules and liability for drivers have been developed.

It should be noted that in 2024, Odesa determined that parking spaces for light personal electric vehicles (electric scooters, monowheels, etc.) are parking areas.

Members of the Executive Committee of the Odesa City Council voted to amend the City Target Program for the Development of Electric Transport in Odesa for 2022-2026.

Thus, the members of the executive committee canceled the decision of 2021, which determined the places for parking scooters on sidewalks. This is due to changes in the resolution of the Cabinet of Ministers of Ukraine, which recognizes scooters as a vehicle.
