The "Miskvodokanal" municipal enterprise of the Bashtanka City Council conducted a procurement process to select a company to pay for the reconstruction of the existing power supply system in accordance with the revised project.
According to the Center for Public Investigations, data published in the Prozorro electronic procurement system confirms this; five companies participated in the auction.
Specifically, three limited liability companies participated in the auction: "SVL Scientific and Production Enterprise," "Voltenergy," "TOP Fire," the private enterprise "SK-Podillya," and the "Dniprotechnika" Corporation.

The most expensive bid was submitted by TOP Fire LLC, but it was selected as the winner after all other bids—which were cheaper—were rejected for failing to meet the technical specifications and other requirements regarding the subject of the procurement as outlined in the tender documentation. However, even the winning bidder must rectify the discrepancies in the tender documentation.
If a contract is signed with the company, it expects to receive 16,608,200 hryvnias from the municipal enterprise.

According to the YouControl service, TOP Fire LLC was registered in Zakarpattia in 2018. The current owner is Mykhailo Podoliak from the Kyiv region.
The company had previously participated in thisprocurement processbefore the project was revised. At that time, its only competitor was the “Center for the Implementation of Energy-Saving and Innovative Technologies” Association. At that time, “TOP Fire’s” bid was more cost-effective for the municipal enterprise—14,740,000 hryvnias compared to the 14,807,000 hryvnias requested by the competitor. The contract was signed on January 19, 2026.

The plan is to retrofit the existing 129.8 kW and install a 150 kW hybrid ground-mounted solar power plant with a 264 kWh battery bank to provide backup power for the municipal utility “Miskvodokanal.”
