More than 38 million hryvnias are set to be awarded to a company—which was the sole bidder in the tender—for a shelter for a lyceum in the Odesa region. Despite having secured contracts worth billions, the firm has repeatedly come under scrutiny from journalists, auditors, and law enforcement officials.
The Center for Public Investigations analyzed the tender and investigated the company’s background.
The Department of Education, Youth, and Sports of the Artsyz City Council announced a procurement for the construction of a radiation shelter for the Kamyanske Lyceum, which includes an elementary school and a high school. The estimated cost of the work is 38.2 million hryvnias, and the project is scheduled for completion by the end of 2026. To participate in the bidding process, bidders were required to provide a bank guarantee of over 191,000 hryvnias.

Only one company submitted a bid—Kortakoz LLC. The company agreed to perform the work at a discount of just 759 hryvnias from the estimated cost. At this time, the contracting authority has not yet made a final decision regarding the conclusion of the contract.
According to the YouControl analytical system, the company was registered in Rivne back in 1993. Its main area of activity is the construction of residential and non-residential buildings. The owners are Andriy Moshchanetskyi, Roman Kononyuk, Viktor Marchuk, and Oleksii Ogon.

Since 2017, the company has secured contracts worth over 3.3 billion hryvnias. Its most successful year was 2025, when the total value of state tenders it won reached nearly 786 million hryvnias.
Among the company’s most recent clients are the Department of Construction and Architecture of the Rivne Regional State Administration, the Department of Education, Youth, and Sports of the Artsyz City Council, the Infrastructure Restoration and Development Service in Chernivtsi Oblast, and the Capital Construction Department of the Rivne City Council Executive Committee. This indicates that the company operates not only in the Rivne region but also carries out projects in various regions of Ukraine.

At the same time, the company has repeatedly drawn the attention of journalists. For example, in 2021, the Rivne-based publication “The Fourth Estate” reported on delays in the reconstruction of Independence Square in Rivne. The work was supposed to be completed in the spring of that year, but equipment and workers disappeared from the site, and residents began to complain about the pace and quality of the reconstruction.
Despite public criticism and officials’ statements about problems with the work, the company continued to receive budget funds. Journalists found that the contractor was being paid for work even during a period when virtually no active construction was taking place on the square.
Journalists paid particular attention to one of the company’s co-owners— Andriy Moshchanetskyi. In Rivne, he is associated with the political team of former Mayor Volodymyr Khomko. Over the years, Moshchanetskyi headed the city’s parks of culture and recreation, managed the company “Sankom-Rivne,” and later focused on his own business. In 2021, he became a co-owner of Kortakoz LLC and Sarny Asphalt Concrete Plant LLC.
Interestingly, this is already the second attempt to award a contract for the construction of a shelter at the Kamyanske Lyceum. The Artsyz City Council held a similar tender in the spring of 2026, and at that time, “Kortakoz” LLC was also the sole participant and winner.

However, that contract was never carried out. After reviewing the procurement process, the State Audit Service identified violations, and the parties mutually agreed to terminate the contract early. The project involved the construction of a protective structure funded by the European program Ukraine Facility.
Also in 2025, DOZORRO experts analyzed cost estimates for the insulation of two schools in Rivne. According to their assessment, the cost of certain construction materials may have been inflated, which could potentially have led to an overpayment of approximately 6 million hryvnias.
The company was also the subject of criminal proceedings. In January 2026, the Rivne City Court considered a motion by investigators in a case involving the possible embezzlement of budget funds during the renovation of a fire station in the Rivne region. According to the investigation, officials from one of the State Emergency Service’s units colluded with a contractor and inflated the cost of labor and construction materials.

The case concerns the major renovation of the fire station’s roof and facades, due to possible overpricing of materials and discrepancies between the work actually performed and the volumes specified in the documents. To verify the facts, the court authorized an on-site inspection with the participation of experts who will assess the quality and scope of the work and determine whether budget funds were spent without justification.
Additionally, a contractor—which was the sole bidder in the tender—may receive nearly 20 million hryvnias to renovate the grounds of the Khlibodar Lyceum in the Odesa region. The company continues to win government contracts despite being implicated in criminal cases and facing claims regarding the cost of its work.
