A person involved in the case of embezzlement of funds for a kindergarten may repair the veterans' hospital in Mykolaiv

A company involved in criminal cases and having won tenders worth more than a billion hryvnias may receive almost 47 million hryvnias to repair the veterans' hospital in Mykolaiv. This is not the first project that the company has been entrusted with despite past scandals.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

At the end of May, the Department of Urban Development of the Mykolaiv Regional State Administration announced a tender for the overhaul of the third floor of the rehabilitation department of the Mykolaiv Regional Clinical Hospital for War Veterans. The expected cost of the works is UAH 46.9 million, and the contractor has until December 31, 2026 to complete the reconstruction.

The project is funded under the Ukraine Facility program with the support of the European Union for 2024-2027.

The participants had to submit their bids by June 7, and the auction was scheduled for June 9, but it did not take place because only one company, BC Zhiloprombud-8 LLC, submitted its bid. The amount of the bid was 408 thousand less than the expected purchase amount.

The CPR decided to find out what red flags the company might have, how much money it earned on public procurement and whether it has any criminal proceedings in its history.

According to YouControl, the company was registered back in 1993. So far, it has received over a billion hryvnias in public tenders. In addition, the company is involved in 12 criminal proceedings and several journalistic investigations.

According to the decision of the Novobuzkyi District Court of Mykolaiv Region, the company was also involved in a case of misappropriation of budget funds during the reconstruction of a pumping station and a pressure collector in the kindergarten and school No. 1 in the village of Kazanka, Bashtanka District.

The Antimonopoly Committee fined Zhytloprombud-8 in 2019 for tender collusion, but the company is still appealing the decision in courts. Last year, the company was ranked second in terms of contracts in Mykolaiv region.

Also, Zhiloprombud-8 was entrusted with the restoration of Mykolaiv Gymnasium No. 2, which has the status of a local architectural monument, the City Girls' School. The value of the signed agreement was over UAH 145 million. And in January, the same company was selected as a contractor to repair a shelter at the Polytechnic Vocational College without an auction, with a contract value of almost UAH 23 million.
