A permanent contractor will arrange the memorial in Kherson

A memorial in honor of fallen servicemen will continue to be built at the Geologists Cemetery in Kherson. Another tender for more than UAH 3.2 million was won by private entrepreneur Vitaliy Kahalnyak, the same person who had previously received a contract for UAH 5.7 million from the city's funeral service.

In April, the Kherson City Funeral Service signed a contract with Kahalniak for the manufacture of 110 sets of granite monuments to be installed by December 15, 2025. The set includes a cross, a pedestal, a photo insert, a plaque and a tombstone.

The new procurement concerns the arrangement of the memorial grounds: the contractor has to lay almost 600 m² of curly paving, install foundation slabs, curbs, benches, vases, flagpoles and mount 105 black granite tombstones.

The only bidder was again Kahalnyak, so after the bids were opened on May 9, he was declared the winner. His bid amounted to UAH 3.24 million. The contract is expected to be signed in the near future.

However, during the inspection of the tender documents, it turned out that the entrepreneur did not provide a certificate of engagement or non-engagement of subcontractors. The client sent a request to eliminate this discrepancy.

According to the youcontrol analytical system, Vitalii Viktorovych Kahalniak is registered as an individual entrepreneur in Kherson. The main activity is cutting, processing and finishing of decorative and construction stone.

At the end of January, the Kherson City Ritual Service held a tender for the expansion of the memorial complex at the city's Geologists Cemetery. Three entrepreneurs came to the auction with their price offers.

As a result of the tender, on February 10, a contract for UAH 4.9 million was signed with a private entrepreneur from Kherson, Vitaliy Kagalnyak. After that, auditors drew attention to the deal.

In September 2024, the Kherson funeral service had already announced an identical tender. At that time, its cost was UAH 1.3 million.
