In Pervomaisk, Mykolaiv Oblast, preparations are underway to begin reconstruction of the main water pipeline with financial support from NEFCO. Some of the materials have already been delivered to the site, but the start of active work depends on obtaining the necessary permits.
This was reported by the Executive Committee of the Pervomaisk City Council.
Preparations for the reconstruction were discussed during a regular online working meeting. Participants included Pervomaisk Mayor Oleg Demchenko, his first deputy, representatives of the city council, the municipal utility “PUVKG,” the general contractor Mettransservice LLC, the engineering and consulting firm Egis, and NEFCO.
During the meeting, the parties discussed preparations for construction work and the next steps to ensure the project stays on schedule.
Currently, it is necessary to finalize the approval of the project documentation, obtain a construction permit, and resolve land-use issues.
The contractor reported that some of the necessary materials have already been delivered to the site. Once all permits are obtained, they plan to begin full-scale preparation of equipment and engage workers in the active phase of reconstruction.
At the same time, delays in obtaining certain documents could affect the project timeline, especially as fall approaches. The contractor has already spent funds on purchasing materials and preparing equipment and has stated its readiness to begin construction promptly.
Project participants plan to finalize the documentation and obtain the building permit.
It is also necessary to finalize payment for equipment and materials that have already been delivered and complete the registration of the land plots.
The city council noted that the reconstruction of the main water pipeline will be part of a comprehensive upgrade of the Pervomaiska community’s water supply system.
Together with the construction of the new OSV-1 water treatment plant, the reconstruction is expected to improve the reliability of the water supply, reduce water losses, and ensure a more stable water supply for the city’s residents.
A grant of 4 million euros for the reconstruction of the water main in Pervomaisk was received back in November 2025. The implementation of the project is intended to provide the city with a stable water supply and contribute to the restoration of Ukraine’s critical infrastructure.
