A judge who faced questions about assets listed in her financial disclosure form was appointed to a position on the Odessa Court of Appeals

Ukrainian President Volodymyr Zelenskyy has appointed Hanna Lebedeva to the position of judge of the Fifth Administrative Court of Appeals, which is based in Odesa.

The head of state signed the corresponding decree following the approval of the High Council of Justice’s nomination.

Prior to this, Lebedeva served as a judge on the Odesa District Administrative Court. Along with her, the president appointed 14 other judges to positions in appellate and local courts.

According to the judge’s annual declaration for 2025, a significant portion of the property she declared is registered in the name of her partner, Maxim Mikhalochkin, with whom she lives but is not married.

He owns 26 properties, including apartments in Odesa, land plots, and a residential house, as well as seven vehicles, among which are a Porsche Taycan 4S, a Land Rover Range Rover, and a Scania truck.

Mikhalochkin also owns shares in eight companies and holds 15 million hryvnias in cash. The judge herself declared a salary of 1,482,980 hryvnias for 2025.

As reported by a legal and judicial newspaper, earlier, during the consideration of Lebedeva’s candidacy for the Court of Appeals, the High Council of Justice had questions regarding her declarations and assets.

The Public Integrity Council stated that the candidate does not meet the criteria for integrity and professional ethics.

Among the concerns were the failure to include a Lexus IS250 in her declarations, a possible undervaluation of her apartment, questionable income from investment transactions in 2005, and the use of a Lexus NX 350H valued at 2,282,705 hryvnias, registered in the name of her retired father.
