A judge from Odesa, who was found to own an apartment in Dubai, has resigned

Alla Malomuzh, a judge of the Kyiv District Court of Odesa, resigned voluntarily. Earlier, journalists discovered that she owned an apartment in Dubai, which she had not disclosed in her financial disclosure statement, after which disciplinary proceedings were initiated against the judge.

The High Council of Justice announced the judge’s resignation.

Journalists had previously established that Alla Malomuzh owns real estate in the United Arab Emirates. According to documents from the Dubai Land Department, the judge owns a 117-square-meter apartment in a 14-story building in the Al Barsha district. The apartment has two bedrooms and a living room.

In addition to the undisclosed residence, other details have come to light. The judge has not reported to work for over a year—she took annual leave, additional leave, and unpaid leave.

In total, she was on leave for 416 consecutive days—from February 28, 2022, to May 14, 2023.

Following the publication of the investigation, the First Disciplinary Chamber of the High Council of Justice decided to open disciplinary proceedings against the judge.

Intent reviewed the judge’s latest annual declaration. In it, she listed four family members: her daughter Anna Brailovska, her son Serhiy Larchenko, her husband Vasyl Larchenko, and another daughter, Mia, who holds Argentine citizenship.

The judge herself does not hold foreign citizenship. Her position is not included in the list of positions with a high level of corruption risk, and she is not considered a national public figure.

The family owns five properties, none of which are registered in the judge’s name:

• a 12 m² garage—owned by the Primorsky District Administration of Odesa; the judge uses it under a temporary permit;
• a 130.2 m² apartment—owned by Olena Solyanikova; the family lives there rent-free under a verbal agreement;
• a dormitory—owned by Agrofirma “Niva” LLC; the judge and her daughter are only registered as residents there;
• another garage (22 m²) — also owned by Solyanikova, also free of charge;
• a 68.2 m² apartment—jointly owned by Svitlana Larchenko, Andriy Larchenko, and Iryna Krasyuk; the judge’s husband and son are registered there with the right to reside;

Her daughter Anna received child support from Serhiy Brailovsky—50,400 hryvnias. This is the family’s only declared income.

The family has $10,000 in cash; the money belongs to the judge’s husband, Vasyl Larchenko. Neither the judge nor her family owns any bank accounts, securities, cars, or businesses.

The judge is also a member of the public association “Association of Investigative Judges of Ukraine.”
