A feeder for pupils of Prymorskyi district of Odesa was selected for 110 million without an auction

The municipal institution "Center for Financing and Economic Activity of Educational Institutions of the Prymorskyi District of Odesa" conducted a procurement to find a company that will be paid for catering services for students of general secondary education institutions.

The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The winning company will have to provide the following over the next year:

• breakfast and lunch for students in grades 1-4;
• breakfast and lunch for privileged students in grades 5-11;
• gluten-free and lactose-free meals for students in grades 1-4 who are medically in need of such meals and belong to the privileged categories;
• meals for children at Odesa Special School No. 75 will be three meals a day (breakfast, lunch and a snack).

The total number of students to be fed is 7,865. In total, we are talking about 35 schools in the district. The expected value of the procurement is UAH 110 million 307.3 thousand.

The only bidder was Fabrika Smaku, a limited liability company. According to the YouControl service, Fabryka Smaku LLC was registered in 2015. The owners are Ihor Levinzon and Olha Boholyubova, while the owner and director of the private enterprise Ration Group is Maksym Yatsenko.

Earlier, the Centers for Financing and Economic Activity and Educational Institutions of Peresypskyi and Kyivskyi districts of Odesa conducted a procurement to select companies that will be paid to organize meals for schoolchildren.

In September 2022, the Center for Public Investigations analyzed the composition of companies participating in tenders for the right to feed schoolchildren in Odesa and identified the main players in this market in Odesa. The experts identified Fabrika Smaku LLC as one of the leaders.

Instead, Ratsiy Group PE was included in the second group of caterers, which received fewer tenders than Fabryka Smaku LLC and other leaders.

The journalists emphasized that Ration Group and Proviant Service were the successors of Odesa-based Olympia Service, owned by Maksym Yatsenko and Tetiana Tarasiuk. Before them, Olympia Service belonged to Svitlana Spivak, the mother of politician Dmytro Spivak.
