A court in the Odesa region fined a businessman for falsely claiming to have a disability

A businessman from the Izmail District forged a disability pension card to obtain benefits, but his plan backfired. The court found him guilty and imposed a fine.

This is stated in the verdict of the Izmail City and District Court of Odesa Oblast.

In November 2025, a resident of the village of Utkonosivka decided to forge disability documents. At home, he found a disability pension application form online.

Using his phone and a photo-editing app, the man entered false information into the form. He claimed to have a second-group disability with lifetime validity, although in reality he had never received a disability pension.

Using the same method, he forged a second document —a certificate confirming his registration with the Pension Fund. The man had both documents printed at a print shop in Izmail.

In May 2026, the man applied to the Katlabuzhskaya Settlement TerritorialCommunity through the “Diya” portal. He submitted an application and attached scanned copies of the forged documents.

The defendant fully admitted his guilt and agreed to have the case heard under a simplified procedure—without a court hearing involving the parties.

The court found the man guilty on two counts—forgery of a document and its use. His sincere remorse was considered a mitigating factor; the court found no aggravating circumstances.

For forging the document, the court imposed a fine of 1,700 hryvnias. For using the forgery, an additional 850 hryvnias were imposed. In total, the man will have to pay 2,550 hryvnias.

The verdict may be appealed within 30 days of receiving a copy of it.

Meanwhile, in the Mykolaiv region, a software engineer from Pervomaisk was tried for purchasing forged disability documents for his wife in order to obtain a deferment from mobilization.
